The program involved the design and construction of a new super-base (Camp Humphreys) to consolidate US Army and Republic of Korea (ROK) forces in South Korea. The project includes 500 new military facilities on a $10B+ program with an $800M+ communications budget. I currently hold SOFA status (Status of Forces Agreement) with the US State Department. ·              C4I Material Localization Team Manager (MLT)

o   Oversaw the material localization effort to review and catalog C4I related materials manufactured in South Korea that met US specifications and performance criteria, and approved by US Army Corp of Engineers, and ISEC.

o   Chaired monthly MLT meetings with contractors, ROK and US representative to review contractor performance for local material utilization.

o   As of January 2015, 75% of all C4I infrastructure materials were being localized with an estimated cost savings of $140M (2012-2014). The MLT program is reported to the South Korean National Assembly and is similar to the “Buy American Act” in the United States.

o   Identified and recommended solutions to provide DC power in the data center where a battery plant could not be implemented during the facility’s protective button-up containment periods.

o   Identified and recommended solutions to correct the data center’s shock isolation system to improve equipment cabinet access while still meeting the shock spectra and fragility requirements of the US Army’s Technical Manual (TM) 5-855-1 Fundamentals of Protective Design for Conventional Weapons.

o   Identified and recommended solutions to correct errors in the data center’s AC power distribution plant to eliminate single points of failure, provide fault tolerance and improve resiliency in the event of failure from the PDUs (power distribution units) – to the emergency back-up generators.

o   Identified and recommended hybrid cooling solutions in the data center using cooling doors on cabinets (heat exchangers) in high density heat zones and air cooling containment for medium heat zones.

o   Identified and recommended solutions to correct errors in the data center’s fiber optic distribution system between the ICAN transport network rooms, classified and unclassified sever rooms, between cabinets within each server room, and backbone distribution to the TRs (telecommunications rooms) inside the general Communications Center facility.
